Direct government intervention in the labour market in the interests of the distribution of income and employment opportunities (equity) and the matching and adjustments of demand and supply of labour (efficiency) can take a number of forms. This conference paper deals with selected aspects of the following two categories: provision of information to participants in the labour market to improve employment and training decisions (e.g. the activities of the Commonwealth Employment Service (CES), the provision of occupational information and vocational guidance, and forecasts of labour market trends); and intervention directly in the labour market by assisting employers to maintain or create employment, and individuals to undertake basic educational and vocational training, re-training and re-location (e.g. the General Training Assistance and Relocation Assistance Scheme, programs directed towards young people, and perhaps the labour market aspects of the immigration program). The paper is preliminary, essentially descriptive and often historical. To a large extent, it reports on work currently in progress by researchers at the Bureau of Labour Market Research. It is based on the rationale that an important step in ascertaining how government employment and training programs might be used (if at all) to improve the labour market situation of women is an understanding of the nature, extent and outcome of past and current involvement in these programs. One function of the Bureau of Labour Market Research (BLMR) is to undertake evaluation studies of the manpower programs and services administered by the Department of Employment and Industrial Relations (DEIR). At present the Bureau is undertaking a comparative study of manpower programs for youth, a project on the impact on the longer-term labour market experiences of individuals of the National Employment and Training Scheme (NEAT), and a study of the job placement activities of the Commonwealth Employment Service. A limited examination of the Relocation Assistance Scheme has recently been completed. In this paper attention is given to the youth programs project. The programs covered, the broad approach taken and the specific research design of the study are documented and related to the information needs of policy-makers and the conceptual and practical problems of manpower program evaluation. Some preliminary results from work to date are presented. Finally, some evaluation issues of wider interest that are raised in undertaking the youth programs project are discussed.
